Following a national recruitment exercise, Manchester City Council has appointed an exceptional leadership team to steer Children’s Services through this period of development and beyond. Paul and Amanda are passionate about creating a safe working environment in which social work teams are supported to deliver great care to the children of our city.

Director of Children Services – Paul Marshall

Paul began his social work career in 1994 as a Social Worker at Halton Borough Council, followed by appointments in Stockport and Lancashire, before moving to Knowsley Council where he was Head of Service from 2007 - 2011. He then moved to Birmingham City Council as Assistant Director until 2013, and from there to Rochdale Borough Council where he was Assistant Director of Children's Services until 2016, when he took up his current post in Manchester.

"Throughout my career I've been committed to working with others to achieve the very best for children and young people, and I'm determined to do everything I can to ensure this in Manchester. This commitment, and spirit of working in partnership, is the culture of both Manchester City Council and Children’s Services in the city.”

Strategic Lead Social Care – Amanda Amesbury

Amanda started her social care career in 1995 as a residential care worker for Surrey County Council. Having seen the rewarding work of front line social work first-hand, Amanda decided this was the job for her. She went on to qualify as a Social Worker in 1999 and has  held a variety of child protection roles since this time, as a Social Worker and Team Manager in Rochdale and  Stockport  MBC, a Head of Service in Tameside  MBC and Salford City Council. Amanda moved to her current role with Manchester City Council in 2015, bringing a wealth of front line social work experience and undying commitment to the safeguarding of children.

“I am completely determined to ensure social work professionals in the city are provided with the right tools and  environment to allow them to shine and become the very best they can be.”
